[#12688] Landing Pad Unable to Receive Items From Launch Pad

Issue
Here is a summary of the issue, read the text underneath this paragraph for more information. A launch pad on a sector in the surpulo campaign is no longer able to send items to a landing pad to another sector. The launching animation plays when the launch pad reached 100 items, and I can see it take off. But when switching to the destination sector (which has been linked), no items ever land on the landing pad, even though it has the correct item selected, with water supplied, and an output conveyor. The destination sector's landing pad reads "Source Sectors: None" even though when going to the sector with the launch pad, I did select the destination as the sector with the landing pad. No matter how long I wait, the landing pad is never receiving any items.
I have set up a launch pad in extraction outpost:
It has a constant supply of surge alloy (and only surge alloy) being fed in
It is connected to a power source (always over 100 K energy stored)
It has enough oil supplied
It has "naval fortress" selected as the destination point.
This launch pad seems to be working fine, and I can see it taking off when items reach 100.
I have also set up a landing pad in naval fortress:
It is connected to a water source (water bar gets completely filled up)
It has an output conveyor coming out from it.
It has "surge alloy" selected as the desired item

Steps to reproduce
Load up the save file and go to extraction outpost and naval fortress to see the landing and launch pad in each sector. Hover over the landing and launch pads to see that they are only connected on the launching pad's end but not on the landing pad's end.

I have updated to the latest release (https://github.com/Anuken/Mindustry/releases) to make sure my issue has not been fixed.
I have searched the closed and open issues to make sure that this problem has not already been reported.
I am not using Foo's Client.
This issue occurs with no mods enabled.
I have attached a valid save file.
